Dear Half-Baked,

I am not a squealer, a rat fink, a stoolie! However, I have a problem that I need to fix and the only path I see is one that has me informing on my fellow dog walkers. I have two small dogs that I walk in the park near my house. Many, many, many others use the same park (it really is a lovely one, several large city blocks long with a wooded area at one end).

We are just about the only ones who have their pets on leads. People walk to the park and then unleash their furry friends or they drive up and let the bounders out of the car untethered. There is no control of these animals and it makes me crazy because I do not believe any of the dogs are safe when owners cannot get immediate and complete mastery of the pets when necessary. Although the activity is mostly benign, there have been lunges and snaps, etc. It is only a matter of time before a dog is seriously hurt. In fact, I do know that a neighbor's dog was attacked a couple of years ago in that park and was seriously hurt. Yes, there is a by-law that states every dog must be on a leash. Yes, the non-scooped poop is annoying. Yes, I know that all dogs need exercise and running free is a good way to get it. Yes, I know that the dogs are happy when unleased. But I am scared for my little dogs. So unless I want to be the park nazi, I will have to call City Hall and get someone to act on the situation. Do you see any other options?

Hey Bondage,

I can tell right away that you don't live here in beautiful Victoria, British Columbia. The reason I say this is that our city is by far one of the best suited for raising a healthy and happy puppy. We have numerous parks that have been designated off-leash, four within walking distance from my house alone, and there are several benefits to this set-up.

First off, there are so many options to run your dog off leash in appropriate locations that the number of dogs off leash in unsuitable areas has dropped significantly. Secondly, each of these dog parks is equipped with a poop bag dispenser so the amount of unscooped droppings has also been reduced. The city has made it so easy to be a responsible dog owner that it's pretty hard not to comply with the basic rules. Thirdly, dogs are now able to properly exercise and socialize with their buddies which benefits the entire community. In my neck of the woods there are parks with a variety of setups so you have choices. The first park is about the size of a double house-lot, fenced on all sides, and is best for training younger puppies which may need visible barriers to keep them from darting into traffic and for dogs just getting used to their new found freedom. It is completely open spaced with manicured gardens on the perimeter to allow dog owners the ability to see their pets at all times. The second park covers several acres with winding paths around dense wooded areas and has several open spaces overlooking the ocean. This one is suited to dogs that require a bit more room to roam around and frolic and is perfect for those that enjoy a swim. The third park, also several acres, is bisected by a road with one side off-leash and the other strictly on-leash. The leashed zone is beautifully landscaped (and stays that way) while the opposite side is completely forested with paths for those dogs that enjoy exploring the wilderness. The fourth park is quite hilly and works for folks who enjoy more of a hiking experience with their canine companions. Now, keep in mind that these are just the four parks within a ten minute walk from my place. Every other section of town has its own spaces for dogs to enjoy.

Now, the reason that I'm telling you all this is not to brag (well, not just to brag) but to let you know that you have options. If you feel the need to get city hall involved why not take a different approach? Instead of calling to complain, find out what you can do to encourage your municipality to establish its own leash free zones, whether it be an entire park or a sectioned off area within a larger park. I'll tell you, my dog, a 130 pound lug, has benefited greatly from the freedom to play off leash. He has learned to socialize with every other breed from sharing play spaces. Half his friends are about the size of his head, and being able to socialize with a variety of other breeds has taught him to be respectful and gentle.

One day your small dogs may be able to comfortably commune with dogs ten times their size in a controlled setting. However, I am not saying that every dog should be allowed to roam unattended, even in designated areas. I am a firm believer that structured training is absolutely necessary regardless of the size or breed. Anyone considering adopting a four legged friend should be prepared to sign up for proper training classes. It's good for the dog and it's good for you. I have raised numerous dogs in my lifetime and even my current buddy and I went through several levels of training. The benefits are enormous. For example, during each session with the trainers, audio tapes were playing in the background. From sirens to doorbells to airplanes, my dog heard it all. Now,I can take my dog to watch the fireworks and he will sit patiently and enjoy the show without being terrified by every sound. We also had checklists to complete which included things like, "introduce your dog to someone with a cane, introduce your dog to someone wearing a cowboy hat, introduce your dog to a senior citizen." By completing these requirements my dog is (I can say with pride) comfortable in just about any situation. He not only listens to me but understands what is required of him and that makes for a truly happy boy.

What is your opinion of a single mother of a preteen boy sunbathing topless with him around and what, if anything, should I do about it?

OK Tit, this one is tricky.

Not that I don't have an opinion, I do, but I'm not sure you (or some others) will like what I have to say. First off, it is not against the law for a woman to be topless in Canada. That issue was dealt with several years ago. It always seemed strange to me that men were allowed to bear their chests but women were not. I think the reason was that men ruled the world for a little too long and any opportunity to tell women what they were and were not allowed to do gave them some sort of perverse thrill.

They're just breasts, dammit!

I know that some people feel the need to sexualize women's breasts but that really only stems from the fact that we have made them taboo. Trust me, if women had been told for the past several thousand years that they had to keep their elbows covered for fear of corrupting our morals, elbows would be the one thing that turned men on the most. The internet would be flooded with thousands of porn sites dedicated to brazen women exposing their "bows." Breasts are not evil, men have just made them seem that way. The only thing that bothers me more then the tired issue of women's freedom to expose their breasts is when some puritan (with society 's best interests at heart) raises a stink about women breast feeding in public. It is one of the most natural functions of an individuals body and is not only a beautiful example of the most innocent bonding between a mother and child, it also provides the most natural nourishment for the child. So let it go and mind your own business. Maybe this woman's son will be part of a new generation of men who don't (regardless of age) giggle when they hear the word boobies.

Thanks for shooting down that person who voted for the Liberals and then had the nerve to ask who gave them the right to shit all over us. Well done.

Glad you liked that one. I hope it made a few folks sit up and take notice of the damage done when we vote without using our heads. Since my last article the Libs have continued to, as you so eloquently put it, "shit all over us." The new HST proposal has created quite a backlash from the general public. Once again the government claims that it will be good for us as a province but the end result is that the benefits will be felt by a few and the negative impact will be the burden of the masses. However this new tax is really minor compared to some of the other recent decisions.

If you were a victim of the "leaky condo" crisis, tough luck. The province has decided that they will no longer be offering interest free loans to ensure that you have a safe mould free home. It's not like they were giving the money away either, they had been offering loans which these unfortunate homeowners had every intention of repaying in full. I guess they had better things to tie up OUR money in (like the pockets of themselves and their buddies).

The Liberals have also frozen money in the form of gaming grants, generated from lottery and gaming revenue, which was intended to support community groups. Dozens of sports associations, the arts and other non-profit societies rely on this cash to operate. On the up-side, they have reversed their decision to cancel funding for a program that enabled underprivileged children to attend summer camp. Awwww, those softies. But now we know that if we kick and scream long enough and loud enough they may actually start to respect the wishes of the folks who they are supposed to represent. In the meantime, I encourage all NTC fans to stop buying lottery tickets and forget about that trip to the casino. If they plan on doing whatever the hell they want with the money we spend trying to strike it rich then fuck them, we won't spend any. And I for one plan on spending as little money as possible in BC, I'll be shopping out-of-BC online or I'll just wait until my next trip outside the province and let Alberta profit from my shopping habits.

This government has proven to be not only the most irresponsible but the most disrespectful to its constituents. Between vanishing (and potentially self-incriminating) e-mails concerning the BC Rail hearings, the cost overruns of Vanoc, blatantly lying about their intentions concerning new taxes, deliberately hiding the accurate statistics concerning welfare recipients pre-election, I am convinced that our honourabe leader is still driving drunk. But this time he's steering our province.

Ah, the big all important question. It's hard to say. After MJ "passed away" there were reports that his ghost was seen floating around Graceland. According to witnesses "a pale and transparent" figure was seen at his house. I suppose it could have been a ghost, then again, it could have been the living Michael Jackson.

I really enjoy the "Movie Night" section of the NTC and I have now had the pleasure of checking out some flics that I had overlooked in the past. And the same goes for wndrswy's "Sound Tracks", lots of new music I never would have found without you guys. But I have to wonder, what does the NTC resident pothead watch and listen to?

Dear Fan,

I watch lots of great movies. I watched one just last night. Now what was it again? If you remember back in December our editor decided to shake things up a bit and assigned each of us with a different article. I wrote the Up-Island column, wndrswy wrote Pinkly Speaking, Amelia wrote Half Baked, etc. I would love to tell you what I am watching and listening to but I think I'll save that information in case Kiki decides to throw us a curve ball again and I get one of those columns.

Oh Invisible,

We can all see you and no, you are not unattractive. I see people all the time on the street and I think "oh, I likes that." Many times I have even thought about putting an ad in Monday Magazine saying something like "You, blue t-shirt, army boots, short and stocky. Me, walking my dog on Monday night by the beach. Wanna get coffee? Wanna get busy?" But once the moment passes it's back to reality and I never get around to placing that ad.

So next time you feel unnoticed just remember that lots of folks are checking you out, many of them INTEND to place an ad, but you seem to attract the procrastinating sort who never get around to it. And really, isn't that enough?
